  In a true case of lies, damn lies and statistics the Government Accountability Office (GAO) released their regular report to Congress on protests of DOD contracts. The report concludes that. A protest is a legal challenge to the actions of the government during the procurement phase, including the evaluation of bids/proposals and the award of a contract. The U.S. Government Accountability Office (GAO) provides an expeditious venue for the resolution of government contract protests.

The purpose of our review was to determine if conflict of interests occurred in the Authority’s awarding of the HOPE VI contracts.
